William E. Cook, Jr. is a Partner at Arnold & Porter, where he provides strategic and regulatory counsel to telecommunications clients. He has assisted such clients in securing regulatory approval of some of the largest telecommunications mergers in the past two decades. Cook also advises clients on privacy and data security issues and compliance with the Telephone Consumer Protection Act.

 

Cook is a member of the fi rm’s Diversity Committee. During his tenure as Chair of the Committee, the fi rm received the Minority Corporate Counsel Association’s Sager Award for diversity numerous times and was repeatedly recognized as a top law fi rm for diversity. Cook has been recognized as a Washington, D.C. Super Lawyer.

 

Cook has served on the D.C. Advisory Board of The Posse Foundation, Inc., which identifies public high school students – many of whom might been overlooked by traditional college selection processes – for college scholarships.

 

Cook is active in the Federal Communications Bar Association, where he has served as a Co-Chair of the Privacy and Data Security, Cable, Broadband, Wireless and Diversity Committees.

 

Cook graduated magna cum laude from Duke University and cum laude from Harvard Law School.
