Leo S. Mackay, Jr. is Senior Vice President – Ethics and Enterprise Assurance, and a elected corporate officer, of Lockheed Martin Corporation, a global security and aerospace company that employs approximately 105,000 people worldwide.

Mackay is a director of LMVentures, LM’s corporate venture capital arm; an independent director of Cognizant Technology Solutions Corporation; an independent director of USAA Federal Savings Bank; a strategic advisor to Pegasus Capital Advisors, a private equity fund focused on sustainability and wellness; and an external advisor to Merck on its sustainability program.

From 2001 through 2003, Mackay served as Deputy Secretary of Veterans Affairs.

Mackay is a member of the Council on Foreign Relations, the board of advisors of the Center for a New American Security, the University of Maryland’s School of Public Policy, and Vice Chairman of the Board of Regents of Concordia Theological Seminary – Ft. Wayne.

Mackay is a graduate of the U.S. Naval Academy. He is a former naval aviator (F-14 pilot, Navy Fighter Weapons School [Topgun] graduate), and a veteran of Operation Earnest Will. He earned a Master’s degree and a Ph.D. in Public Policy from Harvard University.
