Justin Carter is Senior Vice President of Regional Operations at PENN Entertainment.
In this role, Justin oversees operations at PENN’s ten properties and four racetracks in the Southern United States.
Justin also serves as the chairman of PENN’s Diversity Council and leads Penn’s Diversity, Equity and Inclusion platform, which champions DE&I across the organization and in communities across the country.
Justin joined PENN in 2015 as Assistant General Manager of PENN’s flagship operation in Charles Town, WV. Over the past several years, Justin has served as the General Manager of several PENN properties in Mississippi and Ohio.
Prior to PENN, Justin worked as a drug discovery chemist and later drug manufacturing supervisor for Abbott Laboratories. Justin’s casino career began at Caesars Entertainment where he held various leadership roles both nationally and internationally, spanning the Bahamas, South Africa, and the United Kingdom. He has also served as a board member for several nonprofit organizations, and as chair of the Mississippi Gaming and Hospitality Association.
Justin, a New Orleans native, holds a Bachelor’s degree with a concentration in Chemistry and Biology from Dartmouth College and an MBA from Purdue University.
