Elicia Pegues Spearman is the first General Counsel for Quinnipiac University and also serves in the dual role as the Vice President of Human Resources. Previously, she was the Vice President & Chief Human Resources Officer (CHRO) for General Dynamics Electric, where she was responsible for over 17,000 employees and managing a $24M budget.
Spearman is an experienced labor and employment lawyer with significant labor negotiation experience. Her work has spanned many sectors, from healthcare, manufacturing, defense to higher education. She obtained her legal expertise while working at Children’s Hospital, Aetna, Hubbell, and the FBI to name a few NASDAQ, private and government organizations. A recipient of the GC Impact Award from the Connecticut Law Tribune, Elicia continues to mentor young lawyers.
Spearman is also an experienced Board Member and serves as the Nominating and Governance liaison for the Board of Trustees for her university and on the Board of Directors for the Engineering & Science University Magnet High School and LeaderMom. As a dedicated member of Alpha Kappa Alpha Sorority, Incorporated and the Links, Incorporated she freely gives of her time.
Spearman graduated from Wellesley College and Case Western Reserve School of Law.
