David Owens retired from Edison Electric Institute (EEI) where he served as an Executive Vice President and previously served as Chief Engineer for the Division of Rates and Corporate Regulation with the U.S. Securities and Exchange Commission.
Owens has served on Boards of the National Academy of Sciences, past Chair of the IDEA Public Charter School Board of Trustees, past Chairman of the National Institute of Standards and Technology Smart Grid Advisory Committee, and he is an active member of a number of professional and community-based organizations.
Owens is a graduate of Howard University with Bachelor and Masters of Engineering degrees. He also has a Masters in Engineering Administration from George Washington University, and has attended executive courses at Harvard University, the University of Pennsylvania, and Michigan State University.
