M. David Wilkins is Vice President of Contracts and Chief Supply Chain Officer for Raytheon Company, with 2018 sales of $27 billion and 67,000 employees.
He is a member of Raytheon’s senior leadership team and participates in the operational management and strategic planning of the company.
Wilkins is responsible for developing and implementing companywide Supply Chain and Contracting strategies. He is also responsible for enterprise socio-economic business planning, strategy and compliance.
Before joining Raytheon, Wilkins served in a number of positions with increasing responsibility in the A&D industry, including as a Business Unit Vice President of Contracts and Supply Chain at Litton Corporation and at Northrop Grumman Corporation; and Director of Supply Chain Management at Hughes Space and Communications. He has also served as a Contracting Officer and Acquisition Analyst at the DoD Space and Missile Systems Center.
Wilkins is a member of the Maryland Bar and the American Bar Association.
Wilkins received his Bachelor’s degree in Economics and his MBA from the University of New Mexico (E). He earned his Law degree from Loyola Law School. He also graduated from an Executive Graduate Program at Harvard Business School.
